Tony Baldry (Banbury) (Con): Ever since I have been a Member, there has been a full day’s debate on Wales to coincide with St David’s day. Today that debate is being seriously curtailed by the Backbench Business Committee. I understand that not a single Conservative MP petitioned for today’s Back-Bench business debate, so is one right in assuming that the Labour party wishes to curtail debate on Wales because it wishes to curtail debate on Labour’s stewardship in Wales and, in particular, Labour’s stewardship of the health service in Wales?

Tony Baldry (Banbury) (Con): May we have a debate in Government time to discuss the work of the Backbench Business Committee? Given that so many of the requests to the Leader of the House appear now to be the responsibility of the Backbench Business Committee, a lot of us—even those of us who have been around for some time—find it quite confusing as to what are the responsibilities of the Backbench Business Committee and what are the responsibilities of the Leader of the House.

Q3. [95249] Tony Baldry (Banbury) (Con): The children of Somalia should be able to expect a life before death. Does not tomorrow’s London conference provide an opportunity to signal to the terrorists, pirates and corrupt of Somalia that we are all determined to do whatever we can to ensure stability and good governance in Somalia? Will the Prime Minister welcome the participation in the conference of the President of Somaliland, given its experience of peace-building in the region?

Tony Baldry: The Church Commissioners are not taking such steps at the present time. Guidance issued by the Cathedral and Church Buildings Council strongly advises the use of traditional materials where it is reasonable, although it recognises situations where the use of alternatives is acceptable, especially for roofs that are not visible or where there have been multiple thefts.

Tony Baldry (Banbury) (Con): I am very pleased to follow the right hon. Member for Cardiff South and Penarth (Alun Michael) because we, together with the hon. Member for Islington North (Jeremy Corbyn), are officers of the all-party group on Somaliland and Somalia. We have been working very closely on all these issues and very much welcome the initiative being taken by the Foreign Secretary and the Prime Minister in organising the London summit later this month.

Tony Baldry (Banbury) (Con): When the sentencing judge orders an individual to be deported, why can that judge not make a finding of fact as to their nationality, so that, as of that moment, the Home Office and the Ministry of Justice can make it clear to the high commission or embassy concerned that that prisoner will be returned to that country at the conclusion of their sentence?
